Kramer Injury Law Files Lawsuit Against Road Rage Shooter
Police arrested a Salt Lake man accused of shooting two people during a road rage incident on the I-15 freeway Monday

The Kramer Injury Law has filed a lawsuit against Jesse David Luker following the road rage shooting incident that occurred on January 25, 2021. Attorneys Ron Kramer and Allen Young are representing five of the victims who were shot at and injured in the shooting and subsequent collision.
The lawsuit alleges that Luker became enraged when he came upon a pickup truck carrying five individuals going the posted speed limit in the HOV lane. Luker, driving illegally in the HOV lane without an Express Pass and as a single occupant, was operating a lifted Chevy pickup truck with oversize tires and an aftermarket bumper with LED lights. He began tailgating the victims’ Dodge Ram 1500. When the driver noticed Luker’s aggression, he moved over to allow him to pass. However, instead of simply passing, Luker swerved toward the victims’ truck, forcing them into another lane.
The victims’ driver then passed Luker and re-entered the HOV lane, trying to deescalate the situation. But Luker returned to the HOV lane and again rode the truck’s bumper. Frustrated, the victim tapped his brakes hoping to send a message, then quickly moved out of the lane again. Unfortunately, this only escalated things further.
According to the Complaint, Luker then rolled down his passenger window, pulled out a gun, and opened fire. Bullets struck the driver in the buttocks, grazed a passenger’s beanie, and struck another passenger, causing spinal damage and lower body paralysis. The pattern and placement of the bullet holes suggest an intent to cause serious injury or death—not just to “shoot out the tires.”
After firing, Luker swerved into the victims’ truck, causing his own truck to spin out and crash into the median, disabling it. The victims then exited the freeway and rushed to American Fork Hospital for treatment.
“We filed this civil lawsuit to loudly declare that conduct like this is unacceptable,” said attorney Ron Kramer. “We live in a society of laws, and there is no place in it for wild west gun slinging on the interstate. We are seeking a very large verdict of at least $25 million, with a major portion as punitive damages to punish and deter Luker and others like him from engaging in similar conduct.”
Kramer added, “The punitive damages we seek are meant to send a message: if you choose to act with violence and disregard for human life, you won’t just face criminal charges—you’ll face significant financial consequences as well.”
